T1.1 TENDER NOTICE AND INVITATION TO TENDER (SBD1)

VEA ROAD MAINTENANCE & CIVILS (PTY) LTD invites tenders from experienced EME/QSE subcontractors for SUBCONTRACT X.002-129-2019/1 (TOLL), New Non-Toll โ€“ X002-129-2019/9 SUBCONTRACT: N.003-112-2019/1 on behalf of VEA Road Maintenance and Civils (Pty) Ltd in accordance with the requirements of The South African National Roads Agency SOC Limited (SANRAL).

This project is in the province of Gauteng and in the Ekurhuleni/Lesedi Municipality.

The approximate duration is 6 months. CIDB Regulation 25 (1B) will be applicable to this contract. This contract is a remeasurable contract. Tenderers must have machinery and equipment available on site to do work on short notice, with a minimum of 5 years’ experience.

Only tenderers who are at least 51% Black owned, who are an EME/EME start-up or QSE, and who meet the definition of a Targeted Enterprise as defined in C3.2.2.5 are eligible to tender.

Only tenderers that meet all the eligibility criteria under clause 4.1.1 of the Tender Data will be considered.

Only tenderers who meet the minimum functionality score as stated in clause 5.11.9 will be evaluated further on price and preference.

It is estimated that tenderers should have a CIDB contractor grading designation as indicated in the table above.

Only locally produced or locally manufactured products and components for construction with a stipulated minimum threshold for local content and production as stated in the Tender Data will be considered.

Preferences are offered to tenderers who comply with the criteria stated in the Tender Data.

A tenderer’s representative cannot represent more than one tenderer at the compulsory meeting.

Tender documents may be collected from 10 July 2026 between 09:00 and 15:00.

Tenderers must have access to Microsoft Office 2013 and Adobe Acrobat 9.0, or similar compatible software. Tenders are available at no cost in electronic format.

Tenderers must duly complete Form A1.1 โ€“ Certificate of Intention to Submit a Tender within seven (7) days and submit the form to:

Failure to submit this certificate will result in the tenderer not receiving addenda or additional issued information and may result in the tender being declared non-responsive.

The seven-day period starts on 10 July 2026 and closes on 17 July 2026 at 15:00.

Please be advised that the route will not be travelled and that it is the responsibility of each tenderer to acquaint themselves with the route and its condition.

TENDERERS’ BRIEFING

A compulsory tender clarification briefing with representatives of the Project Management Team will take place via a virtual presentation on 10 July 2026 at 10:00, with access remaining available until 17 July 2026 at 15:00.
