Merafong resident demands action over unserviced stands in Welveriend

He has warned that failure to respond within 14 working days will force him to escalate the matter to SALGA, COGTA Gauteng, and the Public Protector.

Merafong resident, Mr Mogapi, has lodged a formal complaint with City Manager DD Mabuza after 4 municipal erven allocated to were handed over without any basic services.

The erven, including ERF 9254 Ext 6 Welveriend, Carletonville and 3 others, were allocated by Merafong City Local Municipality.

However, Mogapi says the stands are โ€œnot habitableโ€ due to missing infrastructure.

According to the complaint submitted on 03 May 2026, the erven have:

  • No electricity – No DB boards, switch plugs, or connection points installed
  • No water – No municipal supply, taps, or yard connections
  • No sanitation – No bathroom fittings or plumbing

โ€œThese erven cannot be occupied or developed as intended,โ€ Mogapi states in his letter to the City Manager. He argues that Merafong City is constitutionally obligated to provide basic services in terms of Section 152 of the Constitution and the Municipal Systems Act.

Mogapi is requesting an urgent site inspection by the Municipal Infrastructure, Electrical and Water departments, plus a written timeline for when services will be installed.

He has warned that failure to respond within 14 working days will force him to escalate the matter to South African Local Government Association (SALGA), Cooperative Governance &Traditional Affairs (CoGTA) in Gauteng, and the Public Protector.

โ€œI trust your office will treat this matter with urgency as it affects shelter and dignity,โ€ Mogapi wrote.

Residents across Merafong have been raising similar concerns about delayed service delivery on allocated stands.
